Both sides of the table
Most consulting firms bring a single perspective. TS Conseil brings two.
We have written the specifications, analyzed the bids and selected the contractors on the owner's side. We have also produced the drawings and carried out the work on the execution side.
That dual perspective changes how a project is structured: risks surface earlier, contract documents are clearer, and decisions are made with a real understanding of what they mean in the field.

Full project direction
We take charge of an entire project, from planning through commissioning, as delegated owner's representative or appointed project manager.
Team reinforcement
We embed into an existing project team — a project management firm, a municipal or industrial technical department — to fill a temporary need in management, coordination or technical expertise, for as long as it takes.
Focused mandate
We address a specific issue — electrical engineering, a tender, project governance — without taking over the full mandate.
Technical support for engineering firms
During peak periods, TS Conseil can absorb part of the technical production — drafting, drawings and specifications, studies — for an engineering firm or an in-house technical department, as reinforcement to your own teams.

Tarik Ayoub, P.Eng., M.Sc., PMP®
President and founder
An engineer and member of the Ordre des ingénieurs du Québec and a certified PMP®, Tarik Ayoub has led TS Conseil since 2025.
His career was built on the owner's side. At the Quebec Port Authority, he developed the shore power file — from technology review through to a functional and technical program ready for a design-build tender. He was also the organization's only electrical engineer, responsible for the safety of a medium-voltage network and its conversion to 25 kV.
He currently leads the drinking water and wastewater component of the City of Shawinigan's regulatory upgrade program, and previously managed industrial projects at Cascades, Schneider Electric and Tafisa.
